The most-studied expansive clay in America runs under the east half of the Metroplex. Houston Black and Heiden clays swell enough to lift slabs and shear utilities, so moisture conditioning, lime treatment and select fill are standard line items, not extras. West of the Balcones the Cross Timbers sands are kinder. Big competitive market; unit rates below the Virginia baseline.

What is the single biggest sitework cost risk in Texas?

Expansive clay. The Blackland Prairie from Dallas through Austin to San Antonio, and the Gulf Coast clays around Houston, move enough with moisture to damage slabs and utilities. Moisture conditioning, lime treatment, select fill and thicker sections are standard line items on those sites, and a Soil Report tells you before you buy whether a parcel sits on them.

Why is Houston the most expensive Texas region if labor is cheaper than Virginia?

Scope, not wages. Houston sites need engineered detention, deeper storm systems and dewatering that a Richmond site rarely does, on top of expansive clay treatment. The multiplier reflects what a finished pad actually costs, not the hourly rate.
