What Does Sitework Cost in Virginia? A 2026 Regional Breakdown

Wide bands? Yes — deliberately. A flat Southside parcel with sandy loam and gravity sewer available sits near the bottom. A NoVA infill site with marine clay, a pump station, and urban traffic control can blow past the top. The band is where planning starts, not where bidding ends.

What actually moves the number

  • Soil conditions — the big one. Undercutting unsuitable material and importing select fill runs roughly $30–62 per cubic yard; a few thousand yards of bad ground is a six-figure line item.
  • Rock — general rock excavation prices around $95–165/CY in current Virginia work. Karst and shallow-rock regions carry real contingency for it.
  • Water — high water tables (think Hampton Roads) add dewatering, stone stabilization, and schedule risk.
  • Offsite obligations — turn lanes, offsite sewer, and proffers can rival onsite costs.

Rule of thumb: take the per-acre band for your project type, apply your regional multiplier, and treat soil risk as a separate question you answer with data — not with hope. That third step is where most budgets go wrong.

Where the money goes: a division-level view

Planning bands hide the internal anatomy. On a typical Virginia residential or light commercial site, the direct cost splits roughly like this: earthwork (Division 31) takes the biggest single share — often a third of the job — because clearing, mass grading, and any undercut all live there. Utilities (Division 33: storm, sanitary, water) usually run 20–30% combined, swinging hard with pipe depth and whether gravity sewer is available or a pump station has to be built. Exterior improvements (Division 32: curb, paving, sidewalks) take another 20–25%, sensitive to asphalt cement prices — which is why serious contracts peg an F.O.B. asphalt price and tie adjustments to the VDOT index. What's left covers erosion control, general requirements, and the small trades everyone forgets until the punch list.

Knowing the anatomy matters because risk is not spread evenly across it. Paving seldom surprises anyone; earthwork surprises everyone. When you stress-test a budget, put the pressure where the variance lives — the dirt.

Budget-grade vs. bid-grade numbers

One more distinction that prevents expensive confusion: a feasibility budget (±15%) and a bid estimate (±5%) are different instruments, not different qualities of the same instrument. A budget prices 10–15 broad categories to answer "does this deal pencil?" A bid prices 30–60 CSI line items to answer "what number do I sign my name to?" Developers who carry a budget-grade number into a contract negotiation — or contractors who bid off one — are using a measuring tape where the job needs a micrometer. Use each for what it is.
